Special Education Performance Diagnostic Framework

This document features the Texas Special Education Performance Diagnostic (SPD) framework. The SPD framework provides school districts and open-enrollment charter schools with an organizing structure for understanding the overall health of their special education systems. The framework is organized around levers, essential actions, and key practices that define what a district should do to ensure that students with disabilities are effectively served in schools. Each key practice is further defined via success criteria and sources of evidence that district teams can use to assess the extent to which the key practice is being implemented. Levers featured in the framework include Lever 1 - Integrated Systems, Lever 3 - Special Education Identification and Evaluation, Lever 4 - Individualized Education Program (IEP) Development, and Lever 5 - Special Education Service Delivery.
